Hilmo Vučinić was born in Čajniče in 1962. He graduated from the Law School in Sarajevo. Having worked with administrative authorities in Goražde and on economic matters, he was then appointed the Director of the Welfare Work Center of the Goražde municipality. In 1993, he was elected as a judge of the District Military Court in Goražde, after which he moved as a judge to the Cantonal Court in Goražde. As of 2003, he was working as a judge of the Cantonal Court in Sarajevo. He was also the President of the Municipal Commission of Goražde and a president of the Commission for Constitutional Matters of the Bosnia-Podrinje Cantonal Assembly in Goražde. On 1 March 2005, he was appointed as a judge of the Court of BiH.

In 1998, he was elected a full-time professor at the Law School in Banja Luka. He was a leader of the Team for drafting commentaries on the BiH criminal legislation and a co-author in drafting commentaries on criminal legislation within the Joint Project of the Council of Europe and the European Commission.
