Having held a hearing to deliberate on a guilty plea agreement and a sentencing hearing in the case of Vojislav Škrbić et al. (S1 2 K 052817 25 K), on 29 September 2025, the Court of Bosnia and Herzegovina delivered and publicly announced a first instance judgment finding the accused Vojislav Škrbić guilty because, by the acts described in the operative part of the judgment, he committed the criminal offense of Associating for the Purpose of Perpetrating Criminal Offenses under Article 249(2) of the CC BiH, in connection with the criminal offenses of Illicit Trade under Article 212(1) CC BiH and Abuse of Office or Official Authority under Article 315(2) CC RS in connection with Article 39 CC RS, all as read with Articles 29, 53 and 54 of the CC BiH.
For the committed criminal offenses, the Court imposed on the accused Vojislav Škribić a compound sentence of imprisonment for a term of one (1) year.
The Court also fined the accused in the amount of 5,000.00 BAM, which shall be paid by the accused within a period of 30 (thirty) days from the day of finality of the judgment.
In addition, the accused legal entity – ''Victoria International University'' Mostar, legal successor of the Modern Sciences University ''CKM'' Mostar, was found responsible for the commission of the criminal offense of Associating for the Purpose of Perpetrating Criminal Offenses under Article 249(2) CC BiH, in connection with the criminal offenses of Illicit Trade under Article 212(2) CC BiH, Abuse of Office or Official Authority under Article 383(3) CC FBiH and Forgery of Official Document under Article 389(1) CC FBiH, all as read with Articles 29, 53, 54 and 124b) and c) CC BiH.
For the committed criminal offenses, the Court imposed on the accused legal entity a compound monetary penalty in the amount of 300,000.00 BAM, which shall be paid by the accused legal entity within a period of one (1) year from the day of the judgment finality.
At the same time, the ill-gotten gain will be confiscated from the accused Vojislav Škrbić and the legal entity ''Victoria International University'' Mostar, specifically, from the accused Vojislav Škrbić in the amount of 3,519.00 BAM, and from the accused legal entity ''Victoria International University'' Mostar in the amount of 70,000.00 BAM, which amounts shall be paid by the accused towards the BiH budget.
The accused Vojislav Škrbić has been found guilty because, as an associate to BiH university institutions, and during various periods also a mediator, along with other persons known to him, in the BiH territory, with the aim of obtaining unlawful property gain, by abusing his office or official authority or by aiding and abetting therein, they unlawfully traded in public documents of university institutions, indicated in detail in the operative part of the judgment, i.e. diplomas, posts and titles, which cannot be a subject of public trading, to persons interested in purchase and acquisition of diplomas, posts and titles without any realistic educational process undergoing, namely without a realistic satisfaction of the legal requirements of attendance and completion of one of the cycles of the university education under Article 5 of the OZOVOUBIH, all in contravention of the goals of high education under Article 3 of the OZOVOUBIH. It was further alleged that the accused also performed an incorrect and retroactive entry of data and facts in the official registers and other official registers of educational institutions, as well as of the documents constituting a part of student personal files in the referenced educational institutions, and for the purposes of enrolment in educational institutions connected such persons with employees or official and responsible persons of universities, faculties and high schools or directly enrolled those persons and performed other activities with the aim that such students acquire diplomas, by which acts they finally obtained property gain in the amount certainly exceeding 370,000.00 BAM.
The accused legal entity „Victoria International University“ Mostar has been found guilty because, over different periods, it retroactively recorded decisive but false facts in the official registers of this educational institution related to persons interested in purchase and acquisition of diplomas, posts and titles without realistic educational process realization, which recording was enabled by V.S., as justifiably suspected, through the University work organization, also including falsely recorded dates of entry of the alleged enrollment of such students, all for the purpose of creating an appearance that the requirements for issuance of referenced diplomas, posts and titles were satisfied without any actual educational process realization.
